Please don't feel slighted. I recently visited Namsan Tower with my family and friends to eat and found out you could not drive to the site. What I found out after parking my car was the only authorized transportation to Namsan Tower was by foot (20+ mins), the cable car, shuttle bus (500 won one way – yellow in color), or taxi (only if foreigners have a passport). It possibly was just cases of miscommunication and not the taxi drivers trying to be rude because of communication issues. If you made this comment 7-10 yrs ago I would agree with you because back then many would by pass foreigners.

I wish to inform you of my deep dissatisfaction with the treatment my group received from some of the Seoul taxi drivers on Saturday 2nd January. Six of us – all foreigners – decided to visit the Namsan Tower. When we arrived at the Lower Cable Station we found there was a long queue resulting in a wait of over an hour. We decided to take a taxi.
We walked about 500 metres from the Cable Car Station and the first taxi we stopped was marked “For foreigners” and he took four of us to the Tower. The other two members of our group flagged down six taxis. Not one of the taxis would take the two people to the Tower, telling them that they must use the cable car.
Is it the policy of taxi drivers not to transport foreigners (which we think is likely – because only the “For Foreigners” taxi would take us). Or does the Cable Car Company have a monopoly of transport to the Tower within 1 kilometre of their site?
If Seoul wishes to promote their “Tourism Image” the taxi drivers need to be educated that the fare-paying customer goes where he wants to go – regardless of distance. We have heard of taxi drivers refusing to transport passengers, as the distance is too short.
Our entire trip to the Tower was spoiled as a third of our group could not get to the tower. The more convenient, quicker and cheaper route was denied to us because of the behaviour of the taxi drivers. As I mentioned, it was not one or two – but six taxis who had the same attitude.
This is not acceptable.
