That is a good article, tnhaks for that! There are probably a lot of issues linked to what you describe the 2nd tragedy of international development. Since I am working for aid transparency (OpenAid) , it is not surprising, that I consider aid transparency as part of the solution.Think about it: if donors would get together and agree to publish detailed, open and standardised data on what exactly they do for whom and where exactly, this information can be used by a Malawian NGO or the Malawian government or by an international organisation to develop a map on all water activities in Malawi. Donors and government agencies that want to avoid duplication could make use of this information. Other donors may stil prefer to establish projects in areas which are already served, but their bad choices would be made visible if projects starting dates were given. Add to such a map a system were citizens can report on disfunctional services (broken pumps, absent teachers, lack of medicine, corrupt practices)via mobile phone, and you have come some way in addressing this tragedy. Does all this sound too good to be true? The International Aid Transparency Initiative (IATI) is developing an international and open aid data standard, project mapping is being dones e.g. by AidData for the Worldbank or by InterAction for their member organisations working in Haiti. Feedback processes on services delivery are being promoted in Africa e.g. by Twaweza in Tanzania or by Mobilitate in South Africa. It is not that complicated, really! And we have a saying in Germany: Nothing is too difficult for an engineer ;)

TERRIBLE TERRIBLE TERRIBLE. They are consistently late or don't show up at all. I've actually had the dispatch argue with me and tell me that they've already picked me up and driven me to my destination when I had been waiting for over 20 minutes. I DO NOT recommend them at all.

Yeah right... it's the cab companies fault that they didn't ID the person they picked up. People take people's cabs... deal with it.
